devenv.exe is the starter program for Visual Studio family IDEs which can be used for adding rules to starting of the Visual Studio or opening a new instance of Visual Studio automatically. It can be called from the command line (cmd.exe) with the parameters which are used for handling the start up of new Visual Studio instance.
